Any person who contravenes any of the provisions of this Act for which a
penalty is not expressly provided or who contravenes any provision of the
regulations shall be liable to a penalty not exceeding 5 penalty units.
All informations for offences against this Act and regulations shall be laid
by the secretary or by some other person appointed by the Board for the
purpose either generally or in any particular case, or a member of the police
force.
