The regulations may prescribe standards for or with respect to any matter relating to the safety, care or quality of life of residents at nursing homes, including the following matters:
(a) design and construction of premises,
(b) facilities and equipment,
(c) staffing, including qualifications of staff members, number of staff and duties,
(d) operational matters, including administration and support services,
(e) clinical records, including access by residents to, and confidentiality of, those records.
