(1) The Secretary may, by notice in writing served on an applicant, direct the applicant to provide such information to the Secretary as the Secretary may reasonably require for the purpose of determining the application.
(2) The Secretary may refuse an application on the ground that the applicant has failed to comply with any such direction.
