(1) The Minister may, by order in writing, determine whether GRNSW or the Authority is to be the appropriate body to carry out a function under this Act or the Greyhound and Harness Racing Administration Act 2004 in relation to the greyhound racing industry.
(2) Subsection (1) does not apply to a function that a provision of this Act or the Greyhound and Harness Racing Administration Act 2004 provides is to be carried out by GRNSW or the Authority.
(3) However, if a dispute arises as to whether a function is to be exercised under this Act or the Greyhound and Harness Racing Administration Act 2004 by GRNSW or the Authority, the Minister may resolve the dispute.
(4) The Minister’s determination is final and conclusive of the matter.
