(1) The Governor may make regulations, not inconsistent with this Act, for or with respect to:(a) the forms to be used for the purposes of this Act,(b) the fixing, by or under the regulations, and payment of fees to cover administrative, legal and other expenses payable to the Director-General or to a private adoption agency in any case where the Director-General or the principal officer of a private adoption agency makes, is requested to make or is involved in the preparation of, on behalf of an applicant, any application under this Act, the rules of the Court or the regulations and the waiving of any such fees or other charges,(c) the conduct of private adoption agencies,(c1) the form and content of any assessment made for the purposes of this Act,(d) the keeping of registers by the Director-General of persons approved by the Director-General or by the principal officer of a private adoption agency as fit and proper persons to adopt children and the order in which persons whose names are included in any such list may be selected to be applicants for adoption orders,(e) the making of appeals to the Court against the exclusion of the name of any person from any register referred to in paragraph (d) and the jurisdiction of the Court to hear and determine those appeals,(f) notifying the Director-General of the giving of a general consent to the adoption of a child,(f2) the fixing, by or under the regulations, and payment of fees:(ii) for assessments made pursuant to this Act, or(iii) for conducting searches or providing information, reports and other documents pursuant to this Act or the regulations,and the waiving of any such fees,(g) imposing penalties, not exceeding 5 penalty units, for offences against the regulations, and(h) prescribing all matters that by this Act are required or permitted to be prescribed, or that are necessary or convenient to be prescribed, for carrying out or giving effect to this Act.
