Retailing of bulky goods in industrial zones

21 Retailing of bulky goods in industrial zones

(1) This clause applies to land within Zone No 4 (a).
(2) In this clause, "bulky goods" means large goods which are, in the opinion of the council, of such a size and shape as to require:
(a) a large area for handling, storage or display, and
(b) easy and direct vehicular access to enable the goods to be collected by customers after sale.
(3) Subject to subclauses (4) and (5), nothing in this plan shall prevent a person, with the consent of the council, from carrying out development for the purpose of retailing bulky goods on land to which this clause applies.
(4) The council shall not consent to an application for consent to the carrying out of development for the purpose of retailing bulky goods on land to which this clause applies unless it is satisfied that:
(a) suitable land for the development is not available in any nearby business centre, and
(b) to grant consent would not, by reason of the number of retail outlets which exist or are proposed on land within Zone No 4 (a), defeat the predominantly industrial nature of the zone, and
(c) the proposed development will not detrimentally affect the viability of any business centre.
(5) This clause does not apply to development for the purposes of shops selling food or clothing or development for the purposes of produce stores.
