New South Wales Consolidated RegulationsThe Council shall not consent to the carrying out of a home business unless:
(a) the development is located more than four hundred metres from land within a business zone, or
(b) the development is located within four hundred metres of land within a business zone and:(i) is not located on any public road on which the business zone is located, or(ii) the Council is satisfied that the development will not adversely impact on any existing or potential future use in a business or industrial zone.
