(1) The Authority may exempt a person from a requirement under this Regulation to hold a certificate issued under this Part for such reasons as it thinks fit.
(2) A person who satisfies the Authority that the person’s usual residential address is not within a mandatory training area is exempt from any requirement under this Regulation to hold a certificate issued under this Part.
(3) A person is exempt from any requirement of this Regulation to hold a certificate issued under this Part if:(a) the person applies for the issue of a learner licence to learn to ride a motor bike or motor trike, and(b) the person is, at the time of applying, the holder of a learner licence to learn to ride a motor bike or motor trike, or the equivalent of such a licence, issued under the law in force in another jurisdiction.
