PARRAMATTA LOCAL ENVIRONMENTAL PLAN 1996 (HERITAGE AND CONSERVATION) - SCHEDULE 99

DICTIONARY

"Aboriginal cultural heritage significance" means cultural heritage significance to indigenous inhabitants of New South Wales.
"Aboriginal place" means:

(a) any site which has the physical remains of pre-European occupation by, or is of contemporary significance to, the Aboriginal people. It can (but need not) include items and remnants of the occupation of the land by Aboriginal people, such as burial places, engraving sites, rock art, midden deposits, scarred and carved trees and sharpening grooves, or
(b) a natural Aboriginal sacred site or other sacred feature. It includes natural features such as creeks or mountains of cultural significance, as well as initiation, ceremonial or story places or areas of more contemporary cultural significance, such as Aboriginal missions and post-contact sites.
"archaeological site" means a site identified in Schedule 1 or 2 by the words “archaeological site” and shown coloured yellow on the Heritage and Conservation Map. It includes a site known to the consent authority to have archaeological significance even if it is not so identified and shown.
"conservation management plan" means a document prepared in accordance with the provisions of the New South Wales Heritage Manual that establishes the heritage significance of an item, place or heritage conservation area and identifies conservation policies and management mechanisms that are appropriate to enable that significance to be retained.
"Council" means the Council of the City of Parramatta.
"demolish" a heritage item or a building, work, relic, tree or place within a heritage conservation area means wholly or partly destroy or dismantle the heritage item or building, work, relic, tree or place.
"Heritage and Conservation Map" means the map marked “ Parramatta Local Environmental Plan 1996 (Heritage and Conservation)-Heritage and Conservation Map ”, as amended by the maps (or specified sheets of maps) marked as follows:

"heritage conservation area" means land described in Schedule 3 and shown edged heavy red on the Heritage and Conservation Map and includes buildings, works, relics, trees and places situated on or within that land.
"heritage impact statement" means a statement demonstrating the significance of a heritage item, a property or a relic, an assessment of the impact that proposed development will have on that significance and the measures that are proposed to minimise that impact.
"heritage item" means a building, work, relic, tree or place, or a component of a building, work, relic, tree or place that is described in Schedule 1 or 2 and shown coloured yellow on the Heritage and Conservation Map.
"heritage significance" means historic, scientific, aesthetic, social, cultural, archaeological, architectural, natural or aesthetic significance.
"maintenance" means ongoing protective care of a heritage item or a building, work, relic, tree or place within a heritage conservation area. It does not include alterations, such as carrying out extensions or additions, or the introduction of new materials or technology, such as the use of injectable damp proof courses.
"potential archaeological site" means a site identified in Schedule 1 or 2 by the words “potential archaeological site” and shown coloured yellow on the Heritage and Conservation Map. It includes a site known to the consent authority to have potential archaeological significance even if it is not so identified and shown.
"relic" means:
(a) any deposit, object or material evidence (which may consist of human remains) that is more than 50 years old relating to the use of settlement of the local government area of the City of Parramatta, not being Aboriginal habitation, or
(b) any deposit, object or material evidence (which may consist of human remains) of any age relating to Aboriginal habitation of the local government area of the City of Parramatta, whether before or after its occupation by persons of European extraction.
