New South Wales Consolidated Regulations New South Wales Consolidated RegulationsDevelopment may be carried out on land within any zone for the purposes of public roads, stormwater drainage, passive recreation areas and public parking:
(a) where the development is to be carried out by the Council or a public authority, without the consent of the Council,
(b) in any other case, only with the consent of the Council.
