How are the aim and objectives to be achieved?

6 How are the aim and objectives to be achieved?

(1) The Council, when preparing a draft local environmental plan or a development control plan, and a consent authority, when determining a development application relating to land within the region, must consider the aim and objectives of this plan and the Kosciuszko (Snowy River) Region Planning and Development Guidelines.
(2) A public authority proposing to carry out development which does not require development consent, but which has the potential to adversely affect the environment of the region to a significant extent, must consider the aim and objectives of this plan and the Kosciuszko (Snowy River) Region Planning and Development Guidelines.
(3) In this clause:
"Kosciuszko (Snowy River) Region Planning and Development Guidelines" means the regional planning and development guidelines of the Department of Urban Affairs and Planning for the Kosciuszko (Snowy River) Region (kept in the Queanbeyan Office of that Department and copies of which are kept in the offices of the Council).
"the Council" means the Snowy River Shire Council.
