His Excellency the Governor, with the advice of the Executive Council, has made the following Regulation under the Health Professionals (Special Events Exemption) Act 1997.

Explanatory note

The Health Professionals (Special Events Exemption) Act 1997 authorises visiting health professionals to provide health care services to visitors in New South Wales, in connection with certain special events, without being registered under any New South Wales law relating to the registration of health professionals. The Act allows visiting health professionals to possess or supply any substance in the course of providing services ordinarily provided by medical practitioners, nurses, dentists and other health professionals, so long as the provision of that service is authorised under the Act.
The object of this Regulation is to make it clear that visiting health professionals are not authorised to possess or supply substances that cannot be possessed or supplied by local health professionals under the Drug Misuse and Trafficking Act 1985 or the Poisons and Therapeutic Goods Act 1966. The Regulation makes it a condition of the exemption given to visiting health professionals that they do not possess or supply such substances. Under section 8 of the Act, visiting health professionals are authorised to provide health care services under the Act only while they are complying with such conditions.
The Regulation comprises matters of a machinery nature.
This Regulation is made under the Health Professionals (Special Events Exemption) Act 1997, including section 9 (Conditions on practice by visiting health professionals) and section 15 (the general regulation making power).
