Carrying out of development

9 Carrying out of development

Except as otherwise provided by this plan, in relation to land within a zone specified in the Table to this clause, the purposes, if any, for which:

(a) development that does not require consent maybe carried out,
(b) development that requires consent maybe carried out, and
(c) development is prohibited,
are specified under the headings “Development that does not require consent”, “Development which requires consent” and “Prohibited”, respectively, appearing in the matter relating to the zone.

Zone No 2 (a1) (Residential “A1”)
1 Development that does not require consent Exempt development.
2 Development which requires consent Development for the purpose of:
Bed and breakfast establishments; child care centres; community centres; drainage; dwelling-houses; educational establishments; home industries; integrated housing; open space; places of public worship; professional consulting rooms; roads; utility installations (other than gas holders or generating works).
3 Prohibited Any development not listed in item 1 or 2.
Zone No 2 (a2) (Residential “A2”)
1 Development that does not require consent Exempt development.
2 Development which requires consent Development for the purpose of:
Bed and breakfast establishments; child care centres; community centres; drainage; dwelling-houses; educational establishments; home industries; integrated housing; open space; places of public worship; professional consulting rooms; roads; utility installations (other than gas holders or generating works).
3 Prohibited Any development not listed in item 1 or 2.
Zone No 2 (a3) (Residential “A3”)
1 Development that does not require consent Exempt development.
2 Development which requires consent Development for the purpose of:
Bed and breakfast establishments; child care centres; community centres; drainage; dwelling-houses; educational establishments; home industries; integrated housing; open space; places or public worship; professional consulting rooms; roads; utility installations (other than gas holders or generating works).
3 Prohibited Any development not listed in item 1 or 2.
Zone No 2 (b) (Residential “B”)
1 Development that does not require consent Exempt development.
2 Development which requires consent Development for the purpose of:
Bed and breakfast establishments; child care centres; community centres; drainage; dwelling-houses; educational establishments; home industries; integrated housing; low-rise attached housing; open space; places of public worship; professional consulting rooms; roads; utility installations (other than gas holders or generating works).
3 Prohibited Any development not listed in item 1 or 2.
Zone No 2 (c) (Residential “C”)
1 Development that does not require consent Exempt development.
2 Development which requires consent Development for the purpose of:
Bed and breakfast establishments; boarding-houses; child care centres; community centres; drainage; dwelling-houses; educational establishments; home industries; integrated housing; low-rise attached housing; open space; places of public worship; professional consulting rooms; residential flat buildings; roads; utility installations (other than gas holders or generating works).
3 Prohibited Any development not listed in item 1 or 2.
Zone No 3 (a) (Business General)
1 Development that does not require consent Exempt development.
2 Development which requires consent Development for the purpose of:
Advertisements (where that development does not constitute exempt development); animal boarding establishments; auction rooms; boarding-houses; bulk stores; child care centres; clubs; commercial premises; community centres; drainage; educational establishments; bed and breakfast establishments; heliports; hospitals; hotels; institutions; light industries; mortuaries; motels; parking; places of assembly; places of public worship; professional consulting rooms; public buildings; recreation establishments; recreation facilities; refreshment rooms; roads; shops; shops with housing; tourist facilities; utility installations (other than gas holders or generating works); warehouses.
3 Prohibited Any development not listed in item 1 or 2.
Zone No 3 (b) (Business Special)
1 Development that does not require consent Exempt development.
2 Development which requires consent Development for the purpose of:
Advertisements (where that development does not constitute exempt development); child care centres; bed and breakfast establishments; clubs; commercial premises; community centres; drainage; motels; professional consulting rooms; public buildings; refreshment rooms; roads; shops; shops with housing; utility installations (other than gas holders or generating works).
3 Prohibited Any development not listed in item 1 or 2.
Zone No 3 (c) (Business Neighbourhood)
1 Development that does not require consent Exempt development.
2 Development which requires consent Development for the purpose of:
Advertisements (where that development does not constitute exempt development); child care centres; bed and breakfast establishments; clubs; commercial premises; community centres; drainage; open space; parking; places of assembly (other than drive-in theatres); refreshment rooms; service stations; shops; shops with housing; utility installations (other than gas holders or generating works).
3 Prohibited Any development not listed in item 1 or 2.
Zone No 5 (a) (Special Uses General)
1 Development that does not require consent Exempt development.
2 Development which requires consent Development for the purpose of:
The particular use indicated by scarlet lettering on the map, drainage; roads; utility installations (other than gas holders or generating works).
3 Prohibited Any development not listed in item 1 or 2.
Zone No 6 (a) (Recreation Existing)
1 Development that does not require consent Development for the purpose of:
Public drainage works and infrastructure; works for the purposes of landscaping or gardening.
Exempt development.
2 Development which requires consent Development for the purpose of:
Buildings for the purposes of landscaping, gardening or bushfire hazard reduction; community facilities; private drainage works and infrastructure; recreation areas; refreshment rooms; utility installations (other than gas holders or generating works).
3 Prohibited Any development not listed in item 1 or 2.
Zone No 6 (b) (Recreation Private)
1 Development that does not require consent Development for the purpose of:
Works for the purposes of landscaping or gardening.
Exempt development.
2 Development which requires consent Development for the purpose of:
Buildings for the purposes of landscaping, gardening or bushfire hazard reduction; clubs; community facilities; private drainage works and infrastructure; recreation areas.
3 Prohibited Any development not listed in item 1 or 2.
Zone No 9 (a) (Special Purposes Reservation)
1 Development that does not require consent Exempt development.
2 Development which requires consent Development for the purpose of:
The particular use shown by scarlet lettering on the map, drainage; open space; road; utility installations (other than gas holders or generating works).
3 Prohibited Any development not listed in item 1 or 2.
Zone No 9 (b) (County Roads)
1 Development that does not require consent Development for the purpose of:
County roads.
Exempt development.
2 Development which requires consent Development for the purpose of:
Drainage; utility installations (other than gas holders or generating works).
3 Prohibited Any development not listed in item 1 or 2.
Zone No 9 (b1) (County Roads Widening)
1 Development that does not require consent Development for the purpose of:
Widening of existing county road.
Exempt development.
2 Development which requires consent Development for the purpose of:
Drainage; utility installations (other than gas holders or generating works).
3 Prohibited Any development not listed in item 1 or 2.
Zone No 9 (c) (County Open Space)
1 Development that does not require consent Development for the purpose of:
Public parks and public recreation.
Exempt development.
2 Development which requires consent Development for the purpose of:
Drainage; drill grounds; gardens; parks; public baths; public reserves; recreation areas; roads; sports grounds; buildings associated with those land uses which are under the care, control and management of the council; utility installations (other than gas holders or generating works).
3 Prohibited Any development not listed in item 1 or 2.
