month before the day appointed for the commencement of a sitting of the Court
at that proclaimed place, or such lesser time before that day as the
circumstances permit, affix in some conspicuous place in his office a notice
of the day and hour so appointed, and whenever any such day or hour is altered
shall immediately affix notice of the alteration in the same place.
