employer the costs incurred by the Authority or insurer in connection with
that inspection.

(3) The
amount that the Authority or insurer is entitled to recover is recoverable in
a court of competent jurisdiction as a debt due to the Authority or insurer.
(4) A certificate issued by the Authority certifying as to the costs incurred
by the Authority or an insurer in connection with such an inspection is
evidence of the matters certified.
(5) This section does not apply in respect
of inspections carried out made before the commencement of this section.
