(1) The Secretary may, if the Secretary is satisfied that there may be grounds
for cancelling a licence, suspend the licence by serving the licensee with a
written notice--
(a) stating that the licence is suspended and (subject to
section 20) the reasons for suspending it, and
(b) requesting that the person
provide the Secretary, within the period specified in the notice (being a
period of not less than 14 business days from the date the notice is served),
with written reasons as to why the licence should not be cancelled, and
(c)
stating that the licence will be cancelled unless the person provides the
Secretary with sufficient reasons as to why the licence should not be
cancelled, and
(d) stating the period during which the licence is suspended
(being a period of no more than 60 days from the date on which the notice is
served).
(2) A licensee must return
a licence that has been suspended to the Secretary in the period (if any)
specified by the Secretary in the notice suspending the licence.
