A proclamation was published in GG No 196 of 24.12.1987 appointing 18.12.1987 as the date of commencement. Pursuant to sec 23 (5) of the Interpretation Act 1987, the proclamation does not fail merely because it was not published in the Gazette until after the day appointed in the proclamation, but sec 23 (5) provides, in that event, for the Act to commence on the day on which the proclamation was published in the Gazette.
