(a) the appellant withdraws the appeal by notifying the secretary in writing or, if a Board has commenced to consider the appeal, by informing the Board, or
(b) in the case of a promotion appeal:(i) the position concerned no longer exists, or(ii) the appointment against which the appeal is made lapses for any reason.
