Where, as a result of an inspection under this Part of the records of an eligible authority, the inspecting officer is of the opinion that an officer of the authority has contravened--
(a) a provision of the Commonwealth Act, or
(b) a requirement referred to in section 6 (b) or (c),the inspecting officer may include in the inspecting officer's report on the inspection a report on the contravention.
