(2) The
Transport Secretary may enter into an agreement with any association or
organisation representing Transport Service non-executive employees with
respect to the conditions of employment of those employees in so far as they
are not fixed by or under any other law.
(3) The Transport Secretary is, for
the purposes of any proceedings relating to Transport Service non-executive
employees held before a competent tribunal having jurisdiction to deal with
industrial matters, taken to be the employer of those employees.
