"regulatory agencies" means:
(a) the Environment Protection Authority and the Director-General of the Department of Health, and
(b) the Director-General of the Department of Environment and Climate Change, the Director-General of the Department of Primary Industries, local councils, county councils, and any persons, bodies or agencies for the time being nominated by order of the Minister communicated to the SCA.
