(a) that is not owned by the Authority, and
(b) that is within the Sydney Olympic Park Development Area, and
(c) that:unless the person has first notified the Authority of the application in writing.(i) has an area of not less than 10,000 square metres, or(ii) comprises or will result in development having not less than 20,000 square metres of built space,
