For the purpose of facilitating the administration and enforcement of the road
transport legislation, the regulations may provide that any specified
provision of the Roads Act 1993 (or any specified regulation made under any
provision of that Act) does not apply to a vehicle, person or animal (or any
class of vehicles, persons or animals) to the extent specified by the
regulations.
