(1) The Governor may make regulations, not inconsistent with this Act, for or with respect to any matter that by this Act is required or permitted to be prescribed or that is necessary or convenient to be prescribed for carrying out or giving effect to this Act.
(2) Without limiting subsection (1), the regulations may make provision for or with respect to the following:(a) giving effect to the object of Division 2 of Part 6.2 (including prescribing the form and manner in which the information required to be provided under that Division is to be provided to the Authority),(b) the fixing of fees for services provided by the Authority under this Act or the regulations,(c) the collection and recovery of fees fixed under this Act or the regulations,(d) the refund, or partial refund, of fees fixed under this Act or the regulations,(e) the waiver or postponement of fees fixed under this Act or the regulations.
(3) The regulations may impose a fee in respect of services provided by the Authority under this Act or the regulations despite the fact that the fee may also comprise a tax.
(4) The regulations may create offences punishable by a penalty not exceeding 30 penalty units.
