(1) A person may apply to the Authority for approval to act as the secretary
of a registered club. Any such application is to be in the form and manner
approved by the Authority.
(2) The Authority may grant such an approval or
refuse to grant the approval.
(4) The Authority must not refuse to grant an
approval unless the Authority has given the applicant an opportunity to make
written submissions in relation to the application and has taken any such
submissions into consideration before making the decision.
