(1) If an authority is authorised by this Division to institute proceedings
for an offence, the proceedings may also be instituted by an officer or
employee of the authority with the written consent of--
(a) the authority, or
(b) such member, officer or employee of the authority as may be authorised by
the authority for the purposes of this Division.
(2) In this section--
"employee" of an authority includes a person whose services are used by the
authority and who is, in respect of those services, subject to the direction
and control of the authority.
