(a) approving an application for a licence in principle, or refusing any such application, under section 11, or
(b) determining an application to transfer a licence,the Secretary shall cause the application to be publicly advertised in such manner as the Secretary thinks fit and shall take into consideration any representations made in relation to the application within the time specified in the advertisement.
