(1) A person is eligible for the issue of a Photo Card only if
Transport for NSW is satisfied that the person--
(a) is ordinarily resident in
this State, and
(b) is at least 16 years of age, and
(d) satisfies such
other eligibility criteria as may be prescribed by the regulations.
(3) A
regulation for the purposes of subsection (1)(d) is not to be made except on
the recommendation of the Minister made after consultation with the Attorney
General.
