(b) for the embarkation or
disembarkation of passengers, or
(c) for the accommodation of a vessel for
any purpose (including quarantine or customs purposes), or
(d) for any other
purpose in connection with a vessel, its passengers or cargo.
(2) Unless the
regulations otherwise provide, the charge is to be calculated by reference to
the amount of time (as ascertained by the relevant port authority) during
which the site, or a part of it, is reserved or is occupied without
reservation.
(3) The charge is payable by the person whom the
relevant port authority recognises as the occupier of the site or part.
