"public authority" means a public authority of the State, and includes a State
owned corporation under the State Owned Corporations Act 1989 and a subsidiary
of such an authority or State owned corporation, but does not include a
council or county council under the Local Government Act 1993 .
"Secretary" means the person for the time being holding or acting in the
office of Secretary of the Treasury.
