(2) The following applications may not be made except
pursuant to an invitation under Schedule 1A (Competitive selection process for
petroleumprospecting titles)--
(a) an application for an exploration licence
or special prospecting authority,
(b) an application for an assessment lease
made by an applicant other than the holder of an exploration licence over the
land in respect of which the assessment lease is sought.
