(1) The regulations may make provision for or with respect to the promotion of
non-executive police officers to the rank of sergeant, inspector or
superintendent.
(2) In particular, the regulations may make provision for or
with respect to the following matters--
(a) the requirements and processes for
promotion,
(b) the criteria for eligibility to participate in a process for
promotion,
