(a) aids, abets, counsels or procures another person to commit, or
(b) attempts to commit, or
(c) conspires to commit,an offence under another provision of this Act or the regulations is guilty of an offence under that other provision and is liable, on conviction, to the same penalty applicable to an offence under that other provision.
