19O Failure to prosecute
(1) No action lies against the Crown, the Minister, the Commissioner of
Police, Transport for NSW or any authorised officer in respect of the seizure
or impounding of a vessel under this Division for an alleged offence for which
no proceedings or process are taken or issued.
(2) This section does not
protect an authorised officer from liability in respect of the seizure,
otherwise than in good faith, of a vessel.
