(1) The Governor may make regulations, not inconsistent with
this Act, for or with respect to any matter that by this Act is required or
permitted to be prescribed or that is necessary or convenient to be prescribed
for carrying out or giving effect to this Act and, in particular, for or with
respect to any matter referred to in Schedule 4.
(1A) The regulations may
adopt or provide for the adoption of any document (including, for example, a
code of practice or set of standards published by any person or body) and for
the application of the provisions of that document, as in force for the time
being, for any of the purposes of this Act or the regulations.
(2) A
regulation may create an offence punishable by a penalty not exceeding--
(a)
100 penalty units, in the case of an offence committed by a corporation, or
(b) 50 penalty units, in the case of an offence committed by an individual.
