616 How does the Grants Commission decide on its recommendations?
(1) Before
making a recommendation under section 615, the Grants Commission--
(a) must
hold such hearings and make such inspections, investigations and inquiries as
it thinks necessary, and
(b) may require a council to provide any information
which may, in the opinion of the Grants Commission, assist it.
(2) A
requirement to provide information may specify the form in which, the period
within which and the person to whom the information is to be provided.
(3) A
council, or an association of councils, may make submissions to the Grants
Commission with respect to any matter likely to affect a recommendation under
section 615 concerning the council or the association.
