400E General requirements
(1) A council must not--
(a) enter into a
public-private partnership, or
(b) carry out any project under a
public-private partnership,
except in accordance with this Part.
(2) Without
limiting subsection (1), a council is required to comply with the PPP
guidelines at all times while carrying out a project under a public-private
partnership.
