"legislation" means:
(a) an Act or instrument of this jurisdiction, or
(b) a law of another jurisdiction that, under such an Act or instrument, applies as a law of New South Wales, or
(c) a publication applied, adopted or incorporated by such an Act or instrument by way of reference,and includes a portion of any such legislation.
