9 Applications
(1) An application for a guardianship order in respect of a person may be made
to the Tribunal: (a) by the person,
(c) by the Public Guardian, or
(d) by
any other person who, in the opinion of the Tribunal, has a genuine concern
for the welfare of the person.
(2) An application may not be made in respect
of a person who is under the age of 16 years.
(3) An application shall
specify the grounds on which it is alleged that the person is a
person in need of a guardian.
