(a) who receives any advance or loan from the Rural Assistance Authority under this Act and in any manner directly or indirectly uses the same or permits the same to be used for any purpose other than the purpose for which the advance or loan was made, or
(b) who, while any money is owing to the Rural Assistance Authority in respect of any advance or loan under this Act, without the consent of the Rural Assistance Authority removes, sells or otherwise disposes of any machinery, plant or other thing forming part of any works for the carrying out of which such advance or loan was made,shall be liable to a penalty not exceeding 10 penalty units.
