(a) under this Act or the regulations, and
(b) under another law of this jurisdiction or a law of another jurisdiction,and the offender has been punished in relation to the offence under a law mentioned in paragraph (b), the offender is not liable to be punished in relation to the offence under this Act or the regulations.
