(1) A substance to which this Part applies may, subject to any requirements of
this Part or the regulations, be destroyed in accordance with an order made
under this Part or the regulations.
(2) An order must not authorise the
destruction of so much of an amount of a substance to which this Part applies
that is required by the regulations to be retained.
