In any legal proceedings under this Act, a certificate purporting to be signed by either of the responsible authorities--
(a) that premises specified in the certificate were or were not, on a date so specified, a licensed injecting centre, or
(b) that a person specified in the certificate was or was not, on a date so specified, engaged in the conduct of a licensed injecting centre,is prima facie evidence of the fact stated in the certificate without proof of the signature or of the official character of the person purporting to have signed the certificate.
