(a) if it is not satisfied of the matters specified in
subsection (1), or
(b) if the Commissioner of Police has advised the
Authority that there is a serious risk to public health or safety or a serious
risk of substantial damage to property if the contest were held, or
(c) in
any other circumstances prescribed by the regulations for the purposes of this
section.
(3) Subsection (2) does not limit the grounds on which the Authority
may refuse to grant a permit.
(4) For the purpose of giving advice under this
section, the Commissioner of Police may consider a criminal intelligence
report, other criminal information or any other matter the Commissioner thinks
fit.
