(1) A public authority that is subject to an order under this Part (whether or
not as an appropriate person and whether or not because of the failure of a
person to comply with an order under this Part) must comply with that order.
(2) A public authority may carry out any requirement of an order under this
Part by itself or its employees or by agents or contractors.
