(1) The Minister may grant an operating licence to the Corporation to enable the Corporation, in accordance with this Act, to carry out its functions including, in particular, such functions with respect to:(a) the provision of water supply or sewage management services, or(b) the construction, maintenance or operation of water supply works, sewage works or drainage works,as are delegated to it by the constituent councils or as are exercisable by it in its capacity as a water supply authority.
(2) Except to the extent to which this Act expressly provides, nothing in an operating licence limits the requirements imposed by or under any other Act or law with respect to the functions referred to in subsection (1) (a) and (b).
