(1) Before directing the NICC to invite expressions of interest under
section 9, the Minister is to establish an inquiry into the likely effect of
the availability of gaming machines in a casino on the operations and
viability of the registered club and hotel industries.
(2) The Minister may
then give a direction in writing to the NICC as to whether or not and to what
extent (if any) gaming machines are to be available in a casino.
(3) The
Minister may vary or revoke a direction by a further direction in writing to
the NICC.
(4) The NICC must exercise its functions so as to give effect to a
direction by the Minister under this section.
