this Act is final and is not subject to appeal or review.
(2) A person
aggrieved by a decision of the NICC to cancel or suspend a casino licence or

its decision, including, without limiting the Court's power to make such
orders--

(b) an order remitting the matter to the NICC to decide again in accordance
with the directions of the Court.
(4) Proceedings or an appeal in respect of
a decision of the NICC do not operate to stay the decision appealed from
unless the Supreme Court otherwise orders.
