(1) The Children's Court may at any time make recommendations to the Secretary
concerning the preparation of juvenile offenders for release on parole, either
generally or in relation to any particular offender or class of offenders.
(2) The Secretary must have regard to, but is not bound by, any such
recommendation in exercising functions.
