"authority" means a person, group of persons or body specified in section 122B
(1) (a)-(c) or the subject of a proclamation pursuant to section 122B (1) (d).
"Commissioner" means the Public Service Commissioner.
"investigation" means an investigation under section 122N (1).
"management plan" means an equal employment opportunity management plan
referred to in section 122J (1).
"reference" means a matter which has been referred to the Board by the
Commissioner under section 122M.
